Jang Bogo (Choi Soo-jong) rose from a lowly slave to the military commander of the seas during the United Silla Dynasty. Along the way, he fights pirates, and participates in a stiff competition with Madam Jami (Chae Shi-ra), a Silla aristocrat, who opposes Jang Bogo for commercial rights in the Sea. Male. Yeom Jang (Song Il-gook), Jang Bogo's charismatic teammate, assisted Jang to become the "Emperor of the Sea". But Yeom Jang competes with Jang Bogo to win the love of Lady Jung-hwa (Soo Ae).

After the king was assassinated by cunning Kim Yang he prepared the army to lead a final assault and eliminate the corrupt ministers appointed by Kim Yang. In the end, Consul Jang Bogo was stabbed to death in his office with a hidden knife by Yeom Jang. Jang Bogo accepted his death without any protest and his body was found in the middle of the night by Nyeon Choi Moo-chang and Jung-hwa. Even after he died his army still fought to the last man as a sign of respect.
Chae Shi-ra as Madam Jami A Silla-era noble and businesswoman. For the first time she played a role in Lady Jung-hwa's fate. But as the story progresses her hatred of Jang Bogo leads to her demise and her life ends in tragedy.

Soo Ae as Jung-hwa Lee Yeon-hee as a young Jung-hwa Jang Bogo and Yeom Jang's love in most films. Just mentioning her name is enough for Jang Bogo to give up on scrutiny (that's how he works) and act frantically without regard to the consequences.
