Based on Lee Sun-mi's novel Love Story in the Capital, the story combines the heroic anti-Japanese movement with a young romance by depicting the 1930s Seoul capital during the period. The colony was then known as "Gyeongseong" (hence the title to replace Scandal in Old Seoul). It was a period when the country's independence fighters fought against pro-Japanese traitors, while traditional Joseon Confucian values clashed and coexisted with the more modern lifestyle. . Sunwoo Wan (Kang Ji-hwan) is one of the capital's most notorious womanizers who alleges that he can seduce any woman within 10 minutes.
